I'm not sure where this Mango dependency is coming from.

They moved this protocol stuff from tango to mango and shortly afterwards ...

'C:\D\dmd130\dmd\bin\lib' is not recognized as an internal or external command,
operable program or batch file.

As it seems the lib.exe cannot be found in your search path.
