Yes, they're free. DFL's license (included with the package as \dmd\packages\dfl\license.txt) is similar to the libpng/zlib license (free to use and modify) except that the sources themselves cannot be redistributed at this time.

I'm glad to hear that. I like the Entice Designer and DFL. They are great and easy to use.
