it's really not in much of a condition for anyone to use it. I would need to type up some instructions on how to glue it all together, and that's unlikely to happen soon.
What features are you most interested in? Maybe I can answer some questions and get you started at least...

i look at TracForge
but dsource project seems to be better. |

mkay, here are some details off the top of my head:
Apache
Subversion
PHP/mod_php (for now)
mod_python
trac's 0.10-stable branch as of r4387
dsource patches to Trac
* userdir patch
* others?
dsource-specific plugins for Trac
* modified DbAuthPlugin (see below)
* wiki macros
* projects page
* others?
WebAdmin plugin
TracForums plugin (will eventually take over for phpBB)
auth:
mod_auth_pgsql for SVN auth that ties into phpBB user/group tables
phpBB forums is current login screen for Trac envs
a modified DbAuthPlugin for Trac that reads the cookies from phpBB
But if you look closely enough, all that you need might be in Trac's config guide.
