OK, having spent a goodly amount of time with Rebuild on Windows over the last couple of weeks, I have concluded that there is a major issue with it finding Phobos (or rather, NOT finding Phobos). I'm convinced I'm not the only person that has this problem -- the symptom is generally a failure of the compile with an error like "DMD can't find the file std/File.d".
I'm working on figuring out the problem, but if anyone has any insight that will accelerate the process, I would be grateful to hear it. Reverse-engineering functionality from source code is NOT my favorite thing.
I know about the etc/Rebuild configuration files, and have monkeyed around with the values in there to try and get things to work, but no luck thus far. The only way I have managed to make code compile with my DSSS installed version of DMD is to include the -I/path/to/library in the DSSS/Rebuild command line.
