* Moved install/windows/makelib.exe to lib/build-tango-app.exe.
* Added build-tango.bat, which calls build-tango-app.exe. This is necessary because sc.ini works in terms of %HOME% and no home is set by default on Windows. The alternative would be to set the HOME dir inside the app itself, which seems not that great.
