Easier building of libtango.a / tango.lib from source on win32

Description

The only current option is via dsss which may not be what everyone wants. A makefile is most likely the most portable alternative? Maybe a .bat for Windows?

See changeset [2213]. To create a 'tango.lib' run "makelib path/to/trunk" or simply run it directly from trunk.
